Under the general direction of the Director, Project Development, the incumbent uses professional and technical knowledge to review, assess and analyze capital projects with construction budgets under $5 million, in order to provide recommendations, advice and input, as part of the approval process, with respect to project design, budget, scheduling and overall project feasibility.

The incumbent will also provide support to the Director by undertaking a variety of duties with respect to University-wide project development activities and will contribute with greater degrees of independence over time. Principal duties include: preparing and providing support to the Director in the preparation of requests for proposals for Architects and Engineers along with associated evaluation materials; preparing preliminary project budgets and/or cost estimates (with the assistance of external Quantity Surveyors or through established historical square foot costs for similar projects on campus); tracking costs and historical project information; preparing and coordinating project schedules and cash flow diagrams and assessing feasibility and constructability of projects in support of capital projects (new construction or renovation).



Architecture university degree from an accredited school and license to practice with the Ontario Association of Architects (OAA).


A minimum of seven years’ professional experience in design processes, project management, project budget modeling, capital plans review and cost analysis. Demonstrated knowledge of construction techniques in related fields such as structural, electrical or mechanical engineering. Knowledge of the Broader Public Sector Procurement Directive is an asset. Familiarity with creating or responding to RFSQ and RFP documents is an asset. Demonstrated experience in the ability to manage multiple duties concurrently with frequently changing priorities and deadlines. Knowledge of Canadian building codes and relevant legislation, municipal planning processes and city by-laws and Occupational Health and Safety Act. Knowledge of institutional building types is a significant asset.


Proficiency in the use of standard office applications such as: Microsoft Word, Excel, Power Point, Project and Adobe Acrobat. Ability to use Adobe Photoshop, Illustrator and InDesign is an asset.


Highly developed initiative with ability to work independently, or as a member of a committee or project team. Excellent judgment, analytical and problem solving skills to critically analyze capital project plans. Demonstrated planning, coordination and organizational skills to conduct reviews of projects and planning documentation as part of the approval process. Proven project management and leadership skills. Superior oral and written communication skills and interpersonal skills. Ability to exercise patience, tact, diplomacy and discretion. Demonstrated ability to work effectively in a consultative team environment. Proven ability to manage multiple priorities and respond to frequently changing priorities. Strong attention to detail and high levels of accuracy; and ability to work effectively with clients and staff at all levels. Familiarity with industry standard construction cost estimate formats.

Valid Ontario Class ‘G’ driver’s license is required for travel between University Campuses and/or to consultant/supplier offices etc.
